Gramm-Rudman-Hollings legislation

Balanced Budget and Deficit Reduction Act (commonly known as Gramm-Rudman) calls for a balanced Federal budget by 1991. This Editorial Commentary looks at how Federal spending reductions may be achieved. It also includes comments on how the process for providing automatic budget reductions will effect the balance of power between the executive and legislative branches in the years when Congress cannot agree. nThe Editorial Commentary is divided into two sections. Homelessness is sometimes the condtion of the deinstitutionalized mentally ill, the aged, the voluntarily idle and the temporarily unemployed; and of runaway youth, destitute families, drug addicts, street beggars and alcoholics - in urban and rural areas. There appears to be no single set of characteristics shared by the homeless except being poor without housing, and often lacking food and medical care as well. Superfund

This Editorial commentary presents selected editorials on the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, which authorized a five-year Superfund. The editorials, which present recent views from over 25 states, are arranged in chronological order. Most discuss reauthorization of Superfund; both the House of Representatives and the Senate and passed bills, but the bills differ considerably. An information sheet giving key dates and facts about Superfund precedes the editorials.

Liability insurance issues

The rising cost and reduced availability of liability insurance in recent years has been a concern for business, government, and consumers.
