In the middle panel, "Germany" kills his pack horse ("Hope") underneath a burden of "Economic Terms of the Treaty"; he is unable to continue on "Reparation Trail". In the bottom panel, Uncle Sam and John Bull attempt to communicate via telephone, but uproar in Ireland blocks connection.
